I have the honour to transmit for your information the enclosed copy of a letter from the Postmaster General on the subject of establishing a Postal Agency at Wei-hai-wei, and to state that I have provisionally sanctioned the payment to an Agent of a salary of $35 per mensem.

2. The Postmaster General will report in the course of this year as to the revenue derived and the expenditure entailed by this Agency, and when his report has been received it will be possible to arrive at a final decision regarding this matter.
